"Open access" to records that contain personal data is generally controlled for privacy reasons, so access is not allowed for a specified period of time.
For example, U.S. Census records are not accessible by the public until they are 72 years old.
Rhode Island does not allow online access to death records until 50 years after the event and 100 years for births and marriages.
